Former Communications Minister Malcolm Turnbull has won a ballot for the leadership of the Liberal Party and will become Australia's 29th Prime Minister.

Prime Minister Tony Abbott has called a ballot of the Liberal Party room for later Monday evening, although no time has been confirmed. He has stated that he "will be a candidate for the leadership", and he "expects to win".

Communications Minister Malcolm Turnbull has resigned from Cabinet, seeking a spill of the leadership of the Liberal Party.

Turnbull has overseen a number of developments in the portfolio and recently launched the Digital Transformation Office to expand digital access to government services.

In a speech to assembled journalists Mr Turnbull outlined his reasons for seeking a change of leadership, although he made no mention of the possibility of enhanced technology policy, a space in which he has traditionally been at odds with Prime Minister Abbott.

As Communications Minister, Turnbull has been overseeing the multi-technology mix nbn implementation, which has drawn criticism from some in the industry as not being appropriate for Australia's future digital requirements.

In June, Turnbull officially launched Australia's Digital Pulse - a flagship research report commissioned by the ACS and prepared by Deloitte Access Economics. He has also served as the Patron of the ACS since 2013.
